New document for conscripts: requirement from the Military Personnel Center

Ukrainian Law on Mobilization 10449:

The Ukrainian law on mobilization 10449 has introduced innovations in the procedure for military service, including the introduction of a new document — the «demand from the Territorial Recruitment Center» (TRC). It is important to note that this document is different from a regular summons.

The Process of Issuing a Demand:

  1. Sending a Summons: Initially, the summons is sent to the place of registration of the military service person.

  2. Failure to Respond to the Summons: If the person did not receive the summons, it is returned to the TRC.

  3. Appeal to the Police: The TRC requests administrative detention from the police within 5 days.

  4. Police Refusal: If the police do not locate the person, they inform the TRC.

  5. Sending the Demand: After receiving a response from the police, the TRC sends the demand by registered mail with delivery notification.

After receiving the demand, the military service person has 10 days to appear at the military enlistment office. Failure to appear may result in the case being sent to court. If the person does not show up in court, the case may be heard in their absence, streamlining the process and potentially leading to a decision being made without their presence.
