New Law on Student Mobilization in Ukraine
From July 1, a new law comes into effect in Ukraine that expands the possibilities of mobilizing students. According to this law, three new categories of students will now be subject to conscription:
Categories Subject to Conscription
— Distance learning students: these are students of higher educational institutions who study in a distance learning format and do not attend in-person classes.
— Individuals obtaining a second or third higher education: this category applies to bachelor’s and master’s students who already have one or two higher educations and are obtaining another one.
— Individuals obtaining a lower level of education: for example, students who have a higher education but are obtaining vocational education.
Exemption Criteria
This law does not apply to students studying in full-time at higher education institutions or vocational schools.
Regulation of Mobilization
It is important to note that the mobilization of these categories of students will be carried out in accordance with the general conditions and requirements established by the legislation. Special attention is paid to aspects such as the order of conscription and deferment from conscription, which are regulated by general norms and rules of mobilization.
Public Reaction
The reaction to this decision among the student community and the public varies. Some support it as necessary to strengthen the country’s defense capability, while others express outrage, concerned about the possible impact on the quality of education and the professional development of young people.
