Comment by Vasil Skopenko on Criminal Case
As a result of the opening of a criminal case by the NABU regarding officials of the municipal enterprise «Kharkiv Heat Networks», the general director Vasil Skopenko stated that the suspects will be suspended from their positions. He also promised full cooperation with law enforcement authorities and providing all necessary information.
Investigation by NABU
According to the NABU, the investigation revealed an organized criminal group created by an influential businessman in 2022. They concluded inflated contracts for the supply of pipes, windows, and technical salt through intermediary firms controlled by the businessman, avoiding tender procedures due to the martial law.
In total, the participants in the scheme misappropriated approximately UAH 160 million of budget funds allocated by international donors for the restoration of Kharkiv. The NABU has charged seven individuals involved in these crimes and they face criminal liability.
