The Verkhovna Rada adopts bill on public consultations

The Verkhovna Rada has adopted in the second reading the bill No. 4254 on public consultations in the state authorities and local self-government. This was reported by the head of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, the leader of the «Servant of the People» party, Olena Shulyak, in Telegram, according to Ukrinform.

The bill received support from 282 Members of Parliament.

The law defines the basic principles of conducting public consultations during the formation and implementation of state policy, as well as the resolution of local issues. It obliges all executive authorities and local self-government bodies to conduct public consultations and regulates the procedure for their conduct.

According to the new legislation, the authorities must ensure the opportunity for a wide range of interested parties to participate. Various forms of consultations are also established, including electronic consultations, public discussions, and targeted consultations.

For the convenience of citizens, lawmakers propose the creation of a single online platform for conducting consultations. An important component of the new rules is the mandatory analysis of each proposal submitted by the authorities during consultations.
